Item #27
CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF AUGUST 7, 2001
TO: Honorable Mayor and City Council -v
WY,
FROM: Ron Kenny, Director of Parks, Recreation & Family Services
SUBJECT: Grant authorization for signing any and all documentation pertaining to
Community Care Licensing
DATE: July 24, 2001
BACKGROUND:
Community Care Licensing requires an authorized and designated party to be responsible for signing any and all
documentation necessary for the operation of all licensed child care centers.
DISCUSSION/ANALYSIS:
The State of California Community Care Licensing Analyst has requested that with the change of Child Care
Division managers, Interim Child Care Manager, Hugh Margesson, be authorized to sign all documents regarding
Child Care Division operations as they pertain to Community Care Licensing. In the event of the Child Care
Manager's absence, the Community Care Licensing Analyst has requested that Ron Kenny, Director of Parks,
Recreation & Family Services, be the designated signer.
Throughout the course of each program year there are numerous instances that necessitate signed documents
between Colton Community Child Care and Community Care Licensing. This can come in the form of applications
for new facilities, increases in capacity, waivers for Licensing Regulations, acknowledgement of annual reviews and
matter pertaining to miscellaneous other items. An expedient response is very important when dealing with
licensing. Licensing issues rarely require City Council action or City Manager approval. However, should any
documentation require City Council action or City Manager approval, the item would be brought before the City
Council or City Manager for approval prior to staff's authorization.
FINANCIAL IMPACT:
None
ENVIRONMENTAL IMPACT:
None
RECOMMENDATION:
Staff recommends that Hugh Margesson, Interim Child Care Manager, and Ron Kenny, Parks, Recreation & Family
Services Director, to be authorized to sign any and all documentation with Community Care Licensing which is
within their authority to execute.
PREPARED BY: Hugh Margesson, Interim Child Care Manager
REVIEW TEAM ONLY
City Attorney:- .
