Item #2 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF AUGUST 14, 2001 <br />TO: Honorable Mayor and Members of the City Council <br />FROM: Al Holl' sistant City Manager and Thomas Clarke Utility <br />Director <br />SUBJECT: Request for Recruitment, Ratification of Employee Appointment, and <br />Approval of Salary Resolution Amendment for the New Position of <br />Utilities Administrative Analyst. <br />DATE: July 25, 2001 <br />BACKGROUND: <br />Due to the recent changes in the electric industry, the Utilities Department is experiencing a <br />greater need for more extensive analytical information and reporting. The Utility Department is <br />focused on customer service, increased visibility, and commitment to the community with our <br />new logo and other similar projects. <br />ANALYSIS/DISCUSSION: <br />Our utility is growing, and as a result, our needs are growing. Increasing requests for more <br />extensive reports from such agencies as CMUA, CEC, APPA, and our own Utilities <br />Commission, have put a strain on existing staff. With our sights turned toward future projects, <br />such as the new generation plant, we are anticipating a continual increase in detailed financial <br />reporting and monitoring. We believe it is in the best interest of the City to recruit one full-time <br />Utilities Administrative Analyst to assist staff with the void that currently exists. The new <br />position would also serve as a check and balance for purchased power invoices and accounts <br />payable. The Assistant City Manager has evaluated the new position of Utilities Administrative <br />Analyst and is in agreement with both the proposed salary range and job description. <br />ENVIRONMENTAL IMPACT: <br />None <br />FISCAL IMPACT: <br />The Utilities Department has budgeted sufficient dollars in fiscal years 2001-2002 and 2002-2003 <br />to cover the cost of the Utilities Administrative Analyst annual salary of, $36,156, in account <br />520-8000-8001-1010-0920-000 and estimated annual salary benefits of $10,139 in account 520- <br />8000-8001-1100-0926-000. <br />Item #2 <br />
