Item #14 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF September 3, 2002 <br />TO: Honorable Mayor and City Council <br />FROM: Tom Clarke, Electric Utility Director <br />SUBJECT: Request recruitment and ratification of employee appointment to the full <br />time position of Apprentice Power Line Technician for the <br />Transmission/Distribution Division of the Colton Public Utility <br />DATE: August 29, 2002 <br />BACKGROUND: <br />The Electric Utility currently has three vacant budgeted Power Line Technician positions. We are <br />requesting to under fill two of these positions with Apprentice Power Line Technicians. The <br />increased demand of work requires that we continue to recruit and train personnel to the position of <br />Power Line Technician to meet the needs of the Utility. <br />DISCUSSION/ANALYSIS: <br />The Electric Utility has experienced increased difficulty in the hiring of qualified Journey level <br />Power Line Technicians. The Electric Utility has the ability to train its apprentices' to the level of <br />Journeyman. There is a need to continuously train qualified personnel to meet the Utility's needs in <br />order to maintain steady and reliable service. <br />FINANCIAL IMPACT: <br />The existing, vacated positions are budgeted for the 2001/2003 budget in Account Number 520- <br />8000-8004-1010-0580-000 Salaries Miscellaneous and 520-800-8004-1101 Related Benefits. By <br />under filling Power Line Tech. Positions with Apprentice Power Line Techs the department will <br />save approximately $46,380 in fiscal year 2002/03. <br />ENVIROMENTAL IMPACT: <br />None <br />RECOMMENDATION: <br />Staff recommends that the City Council approve the recruitment and ratification of the employee <br />appointment to the full time position of Apprentice Powerline Technician as recommended by the <br />Electric Utility Director. <br />PREPARED BY: <br />James D.
