ITEM #21 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COLTON UTILITY AUTHORITY MEETING OF MAY 2, 2006 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AWARD OF CONTRACT FOR PURCHASE OF PUROLITE A-530 RESIN <br />FOR WELL NOS. 15,17 AND 24 PERCHLORATE TREATMENT SYSTEMS <br />DATE: APRIL 24, 2006 <br />BACKGROUND: <br />Two wellhead treatment systems that remove perchlorate to levels below the State of California <br />Action Level of 6 parts per billion were installed to treat the water produced by three wells that <br />supply water to the City. These systems use an ion -exchange resin process to remove the <br />perchlorate. Each system consists of four (4) tanks and the resin must be replaced when fully <br />saturated with perchlorate. <br />In accordance with City purchasing policy sealed bids were solicited and opened on Thursday, <br />April 13, 2006 at 3:00 PM in the Corporate Yard conference room. Systematix Company was the <br />low bidder in the amount of $97,350 for Well Nos. 15 and 17 and $97,350 for Well No. 24. Please <br />see attached Bid Analysis Worksheet. <br />DISC USSION/ANALYSIS: <br />Resin in tanks 1 & 3 at Wells 15 and 17 and resin in tanks 2 & 4 at Well 24 have reached their <br />absorptive capacity. Both ion exchange systems need to be ready for the summer water demand. <br />FINANCIAL IMPACT: <br />Sufficient funds are available in Capital Improvement Account Number 521-8100-8105-3895- <br />0000-000. <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Exact Business Name: Systematix Company <br />President or Equal: Charles F.
