ITEM #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 1, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: ACCEPT ARTICLE III GRANT FOR THE 10TH AND GSTREETSIGNAL <br />PROJECT; APPROVE THE RESOLUTION AMENDING THE FISCAL <br />YEAR 2006/2007 CAPITAL IMRPOVEMENT PROGRAM (CIP) AND CIP <br />BUDGET TO INCLUDE THE 10TH AND G STREETPROJECT; APPROVE <br />AMENDMENT NUMBER ONE (1) TO THE FRACC, ENTERPRISES <br />AGREEMENT FOR THE 10THAND 'G'STREETSIGNAL PROJECT, IN THE <br />AMOUNT OF $12,486. <br />DATE: JULY 25. 2006 <br />BACKGROUND: <br />February 2005 City staff applied for Article III grant funds. The grant request was for the following <br />improvements: signalizing the intersection of 10th Street and 'G' Street and installing a lighted <br />pedestrian crossing at 'C' Street and Colton Avenue. The City has received notification that it had <br />been awarded the funding request in the amount of $245,000. The City has awarded Fraco <br />Enterprises an agreement, in the amount of $24,857, for the Project's correspondent engineering <br />design services. <br />ANALYSIS/DISCUSSION: <br />At this time the Project is not included in the fiscal year 2006/2007 Capital Improvement Program. <br />Staff requests that the awarded Article III funds totaling $245,000 be accepted and the Capital <br />Improvement Program be amended to include the 10'h Street and 'G' Street Improvement Project <br />with a budget of $245,000. The project requires matching funds. These funds will be provided to <br />the Project by federal grant monies received for similar improvements which will be completed in <br />the project area. As the design for this project proceeded, the Consultant brought to Staffs <br />attention the need for storm drain improvements. The total cost for the design of these storm drain <br />improvements is $12,486.00; staff requests the existing agreement be amended to include this <br />design work and waive the bidding procedure as allowed by section 3.08.140(E) of the Purchasing <br />Ordinance (0- 12-03 )). <br />ENVIRONMENTAL IMPACT: <br />None. <br />
