CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 15, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E.; PW DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE AN AMENDMENT TO THE MAINTENANCE SERVICES <br />AGREEMENT WITH ABILITY COUNTS INCORPORATED <br />EXTENDING THE TERM OF THE AGREEMENT THROUGH JUNE <br />2007 AND INCREASING COMPENSATION IN THE AMOUNT OF <br />$37,272. <br />DATE: August 7, 2006 <br />ITEM #19 <br />BACKGROUND: <br />Partnerships With Industry (PWI) provided general janitorial services for the City of Colton since <br />September of 2002. PWI permanently closed its Inland Empire Office March 31, 2005. The <br />services that were provided by PWI have been provided to the City by Ability Counts Inc. since <br />April of 2005. Ability Counts Incorporated provides the City with the same services as were <br />provided the City by PWI. Ability Counts, like PWI assists adults with developmental disabilities to <br />work within the community. By allowing Ability Counts to absorb some of the janitorial tasks the <br />City's Building Maintenance staff is able to concentrate on higher level tasks and projects. <br />DISCUSSION/ANALYSIS: <br />Ability Counts has janitorial maintenance responsibility for five (5) of the nineteen (19) City facilities: <br />City Hall, Community Development, Main Library, Learning Center and Fire Station No. 1. The <br />duties Ability Counts performs include: vacuuming, dusting, trash pick up, window cleaning, etc. <br />Staff is still performing the custodial duties for the 14 remaining facilities, when available staff will <br />utilize restitution workers and students to assist with these remaining facilities. <br />On August 16, 2005, City Council awarded Ability Counts, a janitorial maintenance agreement that <br />was renewable for an additional year. Staff recommends extending the award agreement for fiscal <br />year 2006/2007 by amending the original agreement. The annual contract for Ability Counts is in <br />the amount of $37,272. If the City were to hire one (1) additional Maintenance Worker I it would <br />cost the City approximately $50,000 per year; a savings of $12,728. Contracting with Ability <br />Counts allows staff to focus more time to ongoing remodel projects and promotes public welfare by <br />providing Ability Counts' clients with opportunities to learn job and interpersonal skills in a <br />supervised setting. <br />FINANCIAL IMPACT: <br />For fiscal year 2006/2007, the funding for this service is budgeted in Building Maintenance's <br />professional services account: 605-6150-6211-2350. Throughout the term of the contract the <br />monthly billing amount may vary slightly as employees are paid based on productivity rather than a <br />flat, consistent rate. Overall the amended agreement does not reflect an increase from the annual <br />compensation provided the contractor last fiscal year. Based on the anticipated prevailing wage <br />costs it is anticipated the bi-weekly invoices will average $1553, thus the proposed attached <br />contract is made out in an amount not to exceed $37,272. <br />7/10/03 Cry Clerk's Office Cb <br />
