LUUO <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION AMENDING THE FISCAL YEAR <br />2006/2007 CAPITAL IMPROVEMENT PROGRAM (CIP) TO <br />INCREASING THE BUDGET IN THE AMOUNT OF $170,000 FOR <br />THE MALIBU COURT STORM DRAINAGE PROJECT AND <br />AUTHORIZE REQUEST TO SOLICIT PUBLIC BIDS FOR MALIBU <br />COURT STORM DRAINAGE IMPROVEMENT PROJECT. <br />DATE: AUGUST 7, 2006 <br />BACKGROUND: <br />Most of the surface run-off along Reche Canyon Road (from Shadid Drive to Topanga Road) <br />runs into a concrete catch basin located on the west side -north of Topanga Road. At Topanga <br />Road and Malibu Court the run off water bubbles up and becomes surface flow. This water <br />drains into a catch basin with a 48" diameter pipe that connects to the Reche Canyon Channel. <br />Heavy rains throughout the year cause debris and mud to collect in the catch basin and along <br />Malibu Court. As a result, this area is prone to flooding. The absence of curb and gutter on the <br />east side of Reche Canyon Road add to the existing concern. <br />To address the above mentioned problem, the Capital Improvement Program for fiscal year <br />2006/2007 included the Malibu Court Drainage Improvement Project. However, the original <br />scope of work has been expanded to include installation of a 42" and 48" diameter reinforced <br />concrete pipe (RCP), rather than 18", and catch basin on the east of Reche Canyon Road; this is <br />shown on the attached Exhibit A. <br />ANALYSIS/DISCUSSION: <br />Engineering staff prepared the plans, specifications, and estimate for this Project and the Project <br />is now ready to commence the bidding process. To ensure a wide range of potential bidders are <br />reached by the advertising process the City will advertise in local newspapers and `plan houses' <br />where contractors can view the Project's: plans, specifications and documents. This procedure is <br />compliant to the process depicted by the City's purchasing ordinance 0-12-03, Section 3.08.090 (d) <br />and 3.08.090 (e). <br />
