ZAMORA, COMMUNITY DEVELOPMENT <br />DIRECTOR <br />SUBJECT: APPEAL OF THE PLANNING COMMISSION'S APPROVAL <br />OF THE FAIRWAY FAMILY APARTMENTS AFFORDABLE <br />HOUSING PROJECT (CONTINUED PUBLIC HEARING <br />FROM MAY 15, 2007 AND JUNE 19, 2007 CITY COUNCIL <br />MEETINGS) <br />DATE: July 15, 2007 <br />BACKGROUND: <br />This matter was continued from the May 15, 2007 and June 19, 2007 City Council <br />meetings. It concerns the applicant's (Global Premier Development) appeal of a condition <br />of approval imposed by the Planning Commission requiring that this proposed 39 -unit, <br />low income housing project with underground parking ("Fairway Project") be monitored <br />with security guards 24 -hours per day. <br />During the public hearing on May 15th, the City Council heard testimony from the <br />applicants concerning the economic hardship created by the security guard condition. <br />The applicants provided staff and the City Council with financial information that they <br />claim supports their argument that imposition of the condition makes development of the <br />Fairway Project infeasible. Specifically, Global Premier provided information concerning <br />the cost of the security condition over the affordability term of the low-income units (55 <br />years). According to their figures, the requirement for on-site security in the manner <br />described in the City's conditions would cost approximately $1.4 million dollars over the <br />55 -year term. The claimed that their information suggests that such a cost would make <br />construction of the Fairway Project infeasible. This information was disputed by staff <br />during the hearing. Ultimately, the appellant informed the City Council that they would <br />be willing to accept the condition. <br />
