CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 7, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Jeannette Olko, General Manager <br />SUBJECT: Request for Recruitment and Ratification of Employee Appointment <br />to the Full -Time Position of Energy Services Specialist; approve and <br />adopt resolution amending the salary range for position <br />DATE: <br />July 31, 2007 <br />ITEM #5 <br />BACKGROUND: <br />The Energy Services Specialist assists in the development, implementation, and administration of <br />energy efficiency, conservation, and management programs. This position also acts as the contact <br />person for the public to provide energy information and to respond to public concerns about <br />energy. The Energy Services Specialist position has been vacant but unfunded since FY 04-05 <br />due to a retirement. As a result, the position's salary was not maintained up to date to reflect the <br />various adjustments in the last few years. To address this, the department is benchmarking the <br />position at 15 % below the current Senior Energy Services Specialist. The salary range is $5,167 - <br />$6,281. <br />DISCUSSION/ANALYSIS: <br />The passage of state legislation in recent years has tremendously increased reporting <br />requirements for the planning and administration of public benefit programs. These reporting <br />requirements include reports on planned expenditures, actual expenditures, expected energy <br />savings, actual energy savings, and various renewable energy reports. The increase in <br />administrative duties and the increase in the number of public benefit programs have created the <br />need to hire an Energy Services Specialist.
