ITEM #14 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF AUGUST 7, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: AUTHORIZE SOLICITATION OF BIDS FOR THE <br />CONSTRUCTION PHASE OF THE CDBG PROJECT NO. 104-33066, <br />ALICE BIRNEY ELEMENTARY SCHOOL STREET <br />IMPROVEMENT PROJECT. <br />DATE: JULY 30, 2007 <br />BACKGROUND: <br />The CDBG Project #104-33066 is listed in the City's Fiscal Year 2007/2008 Capital Improvement <br />Program (CIP). The scope of work for the CDBG Project #104-33066 includes construction of the <br />following improvements: missing concrete curb, gutter, sidewalk, and handicap ramp along Olive <br />Place, Fairview Avenue and Palm Drive. These improvements are in the residential community <br />surrounding Alice Birney Elementary School and are located within the CDBG Census Tract 70. <br />ANALYSIS/DISCUSSION: <br />Engineering staff has prepared the plans, specifications, and estimate for this Project; the Project <br />is ready for the bidding process. To ensure a wide range of potential bidders are reached the City <br />will advertise in local newspapers and `plan houses' where contractors can view the Project's: <br />plans, specifications and documents. The construction cost estimate for this project exceeds <br />twenty-five thousand dollars; therefore staff will complete the formal bidding procedure for this <br />public project as required by the City's purchasing ordinance, 0-12-03, Section 3.08.090. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are Exempt under Section 15301 (c) of the California <br />Environmental Quality Act (CEQA). Notice of Exemption was filed to County of San Bernardino <br />on August 8, 2006. <br />CONFLICT OF INTEREST <br />None. <br />
