ITEM #6 <br />.CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MAY 20, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: APPROVE RIGHT -OF -ENTRY AGREEMENT BETWEEN THE <br />CITY OF COLTON AND COLTON JOINT UNIFIED SCHOOL <br />DISTRICT AND AUTHORIZE SOLICITATION OF BIDS FOR <br />PAUL J. ROGERS SCHOOL BUS DROP-OFF ZONE PROJECT. <br />DATE: MAY 12, 2008 <br />BACKGROUND: <br />On March 20, 2007, the City Council authorized the award of a professional services agreement for <br />Plans, Specifications, and Estimates (PS&E) to KOA Corporation for the Paul J. Rogers <br />Elementary School Bus Drop-off Zone Project. The Project scope includes: construction of asphalt <br />drop-off site for three (3) school buses in front of Paul J. Rogers Elementary School, installation of <br />4 ft. high painted aluminum fence, 8 ft. wide concrete walkway, concrete curb, gutter, and handicap <br />ramps. <br />This improvement is part of a San Bernardino County funded project designed to increase the safety <br />of pedestrian and school children; the project exists in the Fiscal Year 2007/2008 Capital <br />Improvement Program (CIP) as the Dr. Paul JRogers Elementary Improvement Project. <br />ANALYSIS/DISCUSSION: <br />The plans, specifications and estimates for the Paul J. Rogers Elementary School Bus Drop-off <br />Zone Project have been completed and the Project is now ready for construction. A portion of the <br />Project site is within the Paul J. Rogers Elementary School property, therefore to commence <br />construction of all the identified improvements the City needs to execute a Right -of -Entry <br />Agreement with the Colton Joint Unified School District (attached as Exhibit C),. The Engineer's <br />Estimate for the Project identifies the Project's construction costs, including contingency, at <br />$216,249; attached as Exhibit A. <br />During the bidding process every attempt will be made by the Public Works/Engineering staff to <br />ensure a wide range of potential bidders are reached. The City will advertise in local newspapers <br />and `plan houses' where contractors can view the Project's plans, specifications and documents; <br />these proceedings are compliant to the process identified by the City's purchasing ordinance 0-12- <br />
