ITEM #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF FEBRUARY 17, 2009. <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIR, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: APPROVE RESOLUTION AUTHORIZING THE SUBMISSION OF FIVE <br />APPLICATIONS FOR THE TRANSPORTATION DEVELOPMENT ACT <br />ARTICLE 3 FY 2008-2009 GRANT PROGRAM. <br />DATE: February 9, 2009 <br />BACKGROUND: <br />The Transportation Development Act (TDA) provides for two percent of the Local Transportation <br />Funds (LTF) to be made available for city and county projects related to the construction of <br />pedestrian and bicycle facilities, as well as improvement projects for transit stops. In August <br />1999, the San Bernardino Associated Governments (SANBAG) Board approved twenty percent <br />of those funds to go toward improving access to transit stops for pedestrians and persons with <br />disabilities, with the remaining eighty percent to go toward pedestrian and bicycle projects. <br />SANBAG has issued a call for projects for FY 2008-2009 of the TDA Article 3 Grant Program, <br />for which the application period closes on March 6, 2009. <br />DISCUSSION/ANALYSIS: <br />Staff requests approval of the attached resolution authorizing the submittal of five TDA Article <br />Grant applications. The attached resolution also requests the City Manager be appointed as the <br />authorized agent for the city with regard to the execution of all related documents for these five <br />applications. Staff proposes the submission of the following applications: <br />- Improvements near Colton Avenue Bike Lane (Priority 1) <br />o The improvements will occur near the Colton Avenue Bike Lane and include the <br />installation of sidewalk gap closures, curb, gutter and handicap ramps. <br />- Class II Citywide Bike Lane Striping (Priority 2) <br />o The improvements include the installation of striped lanes for one-way bike travel <br />on certain streets in the City. <br />- Colton Avenue Bike Lane Lighting (Priority 3) <br />o The improvements include the installation of lighting along the Colton Avenue Bike <br />lane. <br />- Improvements near Mt. Vernon Avenue (Priority 4) <br />o The improvements comprise of the installation of bus pads along Mill Street, Mt. <br />Vernon Avenue, Rancho Avenue and Valley Boulevard. <br />- Improvements near Washington Street (Priority 5) <br />o The improvements comprise of the installation of a bicycle staging area including <br />landscaping, bike racks, parking, water fountains, lighting, restrooms and benches, <br />on Washington Street, adjacent to the Santa Ana River Trail. <br />
