ITEM #10
CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF FEBRUARY 17, 2009.
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR
SUBJECT: APPROVE RESOLUTION AUTHORIZING THE SUBMISSION OF
FOUR APPLICATIONS FOR THE SAFE ROUTE TO SCHOOLS
CYCLE 8 GRANT PROGRAM.
DATE: February 9, 2009
BACKGROUND:
Established in 1999, the State Safe Routes to School (SR2S) program came into effect from the
passage and signing of Assembly Bill 1475 (AB 1475). In 2001, Senate Bill 10 (SB 10) was
enacted which extended the program for three additional years. In 2004, SB 1087 was enacted
to extend the program three more years. A new bill, AB 57, was introduced in December 2006
to extend the program until January 1, 2013. This funding source is primarily to fund
construction projects that would improve the safety of students who walk or bike to school. The
California Department of Transportation (Caltrans) has issued a call for projects for the eighth
cycle of the Safe Routes to School Grant Program, for which the application period closes on
April 15, 2009.
DISCUSSION/ANALYSIS:
Staff requests approval of the attached resolution authorizing the submittal of four State Safe
Routes to School Grant applications. The attached resolution also requests the City Manager be
appointed as the authorized agent for the city with regard to the execution of all related documents
for these four applications. Staff proposes the submission of the following applications:
- Improvements near Lincoln Elementary School (Priority 1)
o The improvements include the installation of a drop off zone for students at Lincoln
Elementary School to connect to the sidewalk gap closures project previously
awarded by Cycle 7 of the State SR2S.
- Improvements near Morris Elementary School (Priority 2)
o The improvements include the installation of sidewalk, curb, gutter and handicap
ramps in front of Morris Elementary School.
- Improvements near Colton High School (Priority 3)
o The improvements include the installation of a drop off zone for students at Colton
High School.
- Improvements near Colton High School (Priority 4)
o The improvements include cleaning, painting, and sealing the cracks and joints on
the pedestrian bridge used solely by students attending Colton High School.
