STAFF REPORT <br />ITEM NO. ® 3 <br />DATE: JANUARY 16, 2010 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: ROD FOSTER, CITY MANAGER <br />SUBJECT: AUTHORIZATION TO SOLICIT PROPOSALS FOR LIBRARY <br />SERVICES AND ANIMAL CONTROL SERVICES <br />RECOMMENDED ACTION <br />It is recommended that the City Council authorize the City Manager to solicit proposals from <br />other government agencies and private sector companies for the provision of library services and <br />animal control services in Colton. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to provide an acceptable level of library <br />services in Colton in the most efficient, effective and economical manner. <br />BACKGROUND <br />Due to fiscal challenges, the City of Colton has been forced to cut-back on library services. <br />Presently, two of Colton's three libraries are open on a reduced schedule — the third library, the <br />City's Carnegie Library, remains closed. <br />The City Council has requested that staff pursue contracting options in order to provide a more <br />complete library service. As such, staff has begun discussions with various government <br />organizations and private sector companies. <br />Additionally, since the City of San Bernardino has given notice of its termination of all animal <br />services contracts effective June 30, 2010, the City is also in need of a long-term option for <br />animal services and sheltering. Also, since the City of Grand Terrace contracts with the City of <br />Colton for animal services, staff has initiated communication with staff at Grand Terrace <br />regarding either reduced levels of service or outright termination of animal services in Grand <br />Terrace by the City of Colton. <br />ISSUES/ANALYSIS <br />The County has requested that the Council take formal action seeking proposals for City <br />operations under County Contract. As such, staff is requesting that the City Manager be <br />authorized to make such requests both from the public and private sector. <br />
