O6 <br />STAFF REPORT <br />DATE: AUGUST 17, 2010 <br />TO: HONORABLE MAYOR AND CI� , <br />FROM: ROD FOSTER, CITY MANAGER <br />PREPARED BY: TOM HENDRIX, FIRE CHIEF <br />SUBJECT: PUBLIC HEARING TO ADOPT A REPORT AND STATEMENT OF <br />EXPENSES FOR THE CITY'S WEED ABATEMENT PROGRAM <br />AND TO CONSIDER IMPOSING A LIEN UPON THE PROPERTIES <br />FOR PAYMENT THEREOF. <br />RECOMMENDED ACTION <br />It is recommended that the City Council confirm the Statement of Expenses and approve <br />Resolution Number R-61-10. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to provide a comprehensive annual weed <br />abatement program for vacant parcels within the City. <br />BACKGROUND <br />During the Council Meeting of March 2, 2010, the City Council approved Resolution Number R- <br />09-10 declaring weeds, rubbish and refuse a public nuisance and subject to abatement in <br />accordance with the City's standards. <br />Additionally, the Resolution authorized the Fire Chief to approve a contractor to perform the <br />abatement, to charge an administrative fee, and to place all contractor fees plus administrative <br />fees on the County Tax Rolls for collection. <br />ISSUES/ANALYSIS <br />Abatement has been completed and staff has prepared a written Statement of Expenses on those <br />completed parcels for which payment has not yet been received. At this time, a Public Hearing <br />is required to consider the Statement of Expenses and to hear any objections from property <br />owners liable to be assessed for abatement. The report may be modified if necessary. <br />
