STAFF REPORT <br />ITEM NO. 06 <br />DATE: SEPTEMBER 21, 2010 <br />TO: HONORABLE MAYOR AND CITY C IL <br />FROM: ROD FOSTER, CITY MANAGER <br />PREPARED BY: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: CALIFORNIA ROAD SYSTEM (CRS) FUNCTIONAL <br />CLASSIFICATION MAPS CHANGE FOR IOWA AVENUE AND MAIN <br />STREET <br />RECOMMENDED ACTION <br />It is recommended that the City Council approve a resolution to change the California Road <br />System (CRS) functional classification for: 1) Iowa Avenue (La Cadena Dr. to Main St. to City <br />limit) from a Local Street to Minor Arterial and 2) Main Street (Iowa Ave. to City limit) from a <br />Local Street to Collector; authorize the City Manager or his/her designee to submit the <br />Functional Classification Change Request form to Caltrans; and direct staff to file a Notice of <br />Exemption under the California Environmental Quality Act (CEQA). <br />GOAL STATEMENT <br />The proposed action will support the City's goal to improve traffic circulation and street <br />infrastructure. <br />BACKGROUND <br />Incorporated cities are responsible for reviewing the California Road System (CRS) maps <br />maintained by the California Department of Transportation (Caltrans) and initiating requests for <br />changes to the functional classification of local streets and roads under their jurisdiction. The <br />procedure for changing the functional classification of a street on the CRS maps involves seeking <br />concurrence from San Bernardino Associated Governments (SANBAG) and submitting a request <br />form to Caltrans with a City Council resolution approving the submittal. <br />The Main and Iowa Street Improvements and Traffic Signalization Project was awarded federal <br />funding. This project has already submitted and received reimbursement for expenses from its <br />design and engineering phases. The project is in the process of being authorized by Caltrans for <br />construction; however, through the construction authorization process staff was advised by <br />Caltrans that the CRS maps needed to be amended to identify Iowa Avenue as a Minor Arterial <br />and Main Street as a Collector. <br />
