JOHNSON, MANAGEMENT SERVICES DIRECTOR <br />SUBJECT: APPROVAL OF RESOLUTION APPOINTING SPECIFIC <br />REPRESENTATIVES TO THE INDEPENDENT CITIES RISK <br />MANAGEMENT AUTHORITY (ICRMA) GOVERNING BOARD <br />RECOMMENDED ACTION <br />It is recommended that the City Council approve Resolution No. R-08-11 appointing specific <br />representatives to the Independent Cities Risk Management Authority (ICRMA) Governing <br />Board. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to provide sound risk management programs <br />and policies. <br />BACKGROUND <br />The City is a member of the Independent Cities Risk Management Authority (ICRMA) for its <br />excess liability and workers compensation insurance. <br />ISSUES/ANALYSIS <br />Currently the ICRMA allows Member Cities to designate a representative and two (2) alternate <br />Representatives to the Governing Board of the ICRMA. Per the ICRMA records the Colton City <br />Council had designated the Mayor as the City's Representative, as well as the City's <br />Management Services Director and Human Resources Manager as Alternate Representative and <br />Substitute Alternate Representative, respectively. <br />ICRMA regulations state that when the City ICRMA Governing Board Representatives change <br />or are added, an amendment must be made to the existing City Resolution. At this time staff is <br />recommending an update to reflect the change in the City's Representative. The City's <br />Representative must be an elected official. Accordingly, staff recommends that Mayor David <br />Zamora be designated as the City's Representative. The City's Alternate Representative is <br />Bonnie Johnson, Management Services Director, and Theodore (Ted) Cooper, Human Resources <br />Manager is the City's Substitute Alternate Representative.
