STAFF REPORT <br />ITEM NO. 05 <br />DATE: MARCH 1, 2011 <br />TO: HONORABLE MAYOR AND CICO C <br />FROM: ROD FOSTER, CITY MANAGER <br />PREPARED BY: MARK TOMICH, DEVELOPMENT SERVICES DIRECTOR <br />SUBJECT: PUBLIC HEARING FOR FISCAL YEAR 2011-2012 COMMUNITY <br />DEVELOPMENT BLOCK GRANT (CDBG) PROJECTS <br />RECOMMENDED ACTION <br />It is recommended that the City Council accept all public testimony at the duly -noticed public <br />hearing concerning the Community Development Block Grant Funding (CDBG) proposals, <br />determine the final prioritized list of CDBG projects for FY 2011-2012, and adopt the attached <br />Resolution No. R-22-11 approving the final prioritized list of CDBG projects for FY 2011-2012. <br />GOAL STATEMENT <br />The proposed action will support the City's goals to enhance city services to improve the quality <br />of life for Colton's residents. <br />BACKGROUND <br />On January 21, 2011, staff submitted all project applications received by the City for CDBG <br />funding to the County of San Bernardino Department of Community Development and Housing <br />(CDH) for its review. Concurrently, additional CDBG applications were submitted directly to <br />the County CDH Department from various public and private agencies, requesting funds from <br />the city's CDBG Entitlement Allocation. CDH completed its review of the Colton applications <br />and forwarded a final list of all eligible project applications to Colton staff, which we received <br />on February 9, 2011. <br />The County has requested that the City submit its list of funding recommendations by March 11, <br />2011. This date will allow the County to meet its schedule for the 2011-2012 CDBG application <br />submittals to the United States Department of Housing and Urban Development (HUD). Failure <br />to submit a list of funding recommendations will delay receipt of Federal funds. <br />The City received a total of 18 eligible proposal applications requesting CDBG funds, attached <br />as Exhibit A. The County requests that the City prioritize the eligible proposal applications for <br />the 2011-2012 CDBG program year, based upon an anticipated entitlement allocation of <br />$449,404.
