HUTTON, PUBLIC WORKS DIRECTOR <br />SUBJECT: Approve and authorize encroachment permit to Southern California <br />Gas Co. for Anode Monitoring Well located on "D" Street, between <br />11'" Street and Little Colton Avenue. <br />DATE: JULY 30, 1996 <br />BACKGROUND: <br />The Southern California Gas Company is requesting permission to install an Anode <br />Monitoring Well on the South side of "D" Street, located between Little Colton Avenue <br />and 11th Street. This consists of two 400 foot deep monitoring wells and an above <br />'* ground rectifier unit. <br />SUMMARY: <br />The purpose of the Anode Monitoring system is to test the electrostatic erosion of the <br />gas mains. Conditional requirements for the installation would be as follows: <br />1. The Southern California Gas Company must provide protective barrier post around <br />the rectifier unit . <br />2. Provide reflective material on the barrier posts. <br />3. Permitee must agree to and sign a hold harmless clause indemnify the City of all <br />liabilities that may arise from the installation of this system. <br />FINANCIAL IMPACT: <br />None <br />ENVIRONMENTAL: <br />None <br />RECOMMENDATION: <br />Staff would recommend, if Council concurs, that the encroachment permit be approved <br />for the Southern California Gas Company to install the anode monitoring well system. <br />Report prepared by James R.
