CLARKE, INTERIM WATER 8, WASTEWATER DIRECTORS "1 e - <br />SUBJECT: RESOLUTION AMENDING THE 1996-97 FISCAL YEAR BUDGET TO INCLUDE <br />THE NPDES STORMWATER REVENUE AND EXPENDITURES FOR A TOTAL OF <br />$517,524, AND REDUCE THE WASTEWATER -STORM DRAIN DIVISION BUDGET <br />OF $127,132. <br />DATE: DECEMBER 11, 1996 <br />The NPDES Stormwater budget was approved and included in the Wastewater Enterprise. The <br />expenditures are for the street sweeping operation and personnel costs, for a budget total of $127,132. <br />The NPDES Stormwater budget was presented to the Regional Water Quality Control Board and County <br />Flood Control. Final authorization for the NPDES Stormwater assessment was approved by the City <br />Council in August, 1996. The final budget and assessments are $517,524. These assessments are <br />being collected by the County Tax Collector and submitted to the City of Colton. <br />r DISCUSSION/ANALYSIS: <br />The NPDES Stormwater expenditures are now being incurred, and an amendment to the budget needs <br />to be approved by the Council. The $517,524 includes the purchase of (1) street sweeper, (1) pickup <br />.- truck with a radio, and funding for existing street sweeping employee salaries, benefits, maintenance <br />and operational costs. <br />A portion of these expenditures were originally approved in the 1996-97 Wastewater budget. With <br />Council approval of this resolution, the NPDES expenditures will be eliminated from the Wastewater <br />enterprise budget and accounted for in a separate fund for NPDES. <br />ALTERNATIVES: <br />None. <br />ENVIRONMENTAL IMPACT: <br />The NPDES Stormwater Program is a part of the Federal Clean Water Act, and is intended to improve <br />the Nation's waterways. Compliance with the NPDES Stormwater requirements is mandated by the <br />Federal Government, with the State Regional Water Quality Control Board's enforcing the requirements. <br />FINANCIAL IMPACT: <br />Attached is the FY96-97 NPDES Stormwater budget totaling $517,524. When an agency approves a <br />fee for a program, the Federal Government regulations require the agency to account for the fees and <br />expenditures separately from the General Fund budget. Therefore, the Finance Department has <br />established a separate fund for the City's NPDES Stormwater Program, the fund is 722-NPDES Storm <br />Drain. <br />n <br />j <br />r <br />Item No. 21 <br />
