Zamo <br />Community De ent Director <br />SUBJECT: Approve the Reprogramming of $11,396 of Community <br />Development Block Grant (CDBG) Funds from the <br />Contingency Account to "Street Improvements-Agua Mansa <br />Road." <br />DATE: Julv 11. 1996 <br />BACKGROUND: <br />There is a current balance of $27,162 in the Community Development Block Grant <br />(CDBG) Contingency Account. Approximately $11,396 are reserved for recommended <br />allocation by Councilmember Dr. Floyd Hansen. The "Street Improvements-Agua <br />Mansa Road," is a CDBG project funded in fiscal year 1995-96, in the amount of <br />$30,000, to construct sidewalks, curbs, gutters and street lights on the north side of <br />Ague Mansa Road, from Rancho Avenue, east to 5th Street. <br />DISCUSSION/ANALYSIS: <br />Councilmember Hansen has requested that the $11,396 be used to construct sidewalk, <br />curbs and gutters at the northeast corner of 5th and Congress Streets. Staff conducted <br />a site visit to the area and concurs that it is in dire need of the proposed improvements. <br />The area is located in Block Group 5 (Census Tract 69), and according to the 1990 <br />U.S. Census, is composed of approximately 84% low and moderate income residents. <br />Staff recommends that the $11,396 CDBG funds be reprogrammed to the Agua Mansa <br />Road project to expand the scope of construction to include the proposed <br />improvements to the northeast corner of 5th and Congress Streets. <br />ALTERNATIVES: <br />Deny the reprogramming request and retain the funds in the CDBG Contingency <br />Account for future consideration of CDBG eligible projects. <br />FINANCIAL IMPACT: <br />No impact to the City General Fund. All eligible project costs will be reimbursed from <br />the 11'a Comrny lopment Block Grant (CDBG) Program. <br />Development Director <br />Item No. 18 <br />
