Vega, Finance Directoc)��'� <br />SUBJECT: Resolution Initiating Proceeding for the Annual Levy of Assessments <br />for the Colton Landscape and Lighting Maintenance Assessments <br />Districts No. 1, Fiscal Year 1996/97. <br />DATE: May 30, 1996 <br />BACKGROUND <br />The City of Colton has, by previous resolutions, formed the Colton Landscape and Lighting <br />Maintenance Assessment District No. 1 (LLMD). This LLMD was formed pursuant to the <br />Landscape and Lighting Act of 1972. The act provides for an assessment Levy to pay for the <br />maintenance and services of lighting, landscaping and all appurtenant facilities and <br />operations related thereto. <br />DISCUSSION/ANALYSIS <br />The attached resolution initiates the proceeding for the preparation of the annual levy report. <br />The LLMD Act outlines the various steps necessary to approve the annual assessment. <br />Therefore, the Council will be approving two resolutions: 1) Initiating proceedings. This <br />resolution orders the Engineers Report to be prepared describing the changes, if any, to the <br />assessments; 2) Intention to levy the annual assessments. This resolution allows for Council <br />to review the engineers report prepared with all the pertinent changes to the boundaries <br />and/or cost of maintenance. It also outlines the proposed assessment amount and sets the <br />date for the public hearing. <br />Staff is proposing a date of July 16, 1996, for the public hearing and official action on the <br />proposed annual assessments. <br />The assessment diagram and annual assessments to be levied are due to the county of San <br />Bernardino no later than August 10, 1996. <br />ALTERNATIVES <br />None. <br />FINANCIAL IMPACT <br />No fiscal impact at this time. <br />Anna A.
