AGENDA REPORT CITY OF COLTON For City Council Meeting of April 15, 1997 Aprif 8, 1997 TO: MAYOR GAYTAN, CITY COUNCIL AND CITY MANAGER FROM: Julie Hayward Biggs, City Attorny SUBJECT: City Council Meeting Time Ordinan Attached for first reading is an ordinance amending Chaper 2.04 of the Colton Municipal Code to move the starting time for City Council meetings to 7:30 p. in. You will note that the new provision also permits the City Council to set its meeting time in the future by Resolution. This will eliminate the need for further amendments to the City Code should the City Council wish to change its regular meeting time. As I understand the intention of the City Council, however, the goal is not really to change the starting time of the meeting, but to schedule closed session matters to be heard between 6:00 p.m, and 7:30 p.m. If that is what the City Council intends to do, the current provisions of the Colton Municipal Code should remain and the Council should merely advise the City Clerk to place closed session matters on the agenda at 6:00 p.m. The Council would then convene and adjourn to closed session, notifying the public that the public portion of the City Council will reconvene at 7:30 p.m. 'The Council should consider its purpose in requesting the change in meeting starting time prior to adopting the attached ordinance.
