R -17 -97'. - <br />RESOLUTION <br />-17-97 <br />RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF COLTON ESTABLISHING <br />HIRING POLICY FOR FILLING VACANCIES <br />WHEREAS, the City Council believes that the economic vitality of this community is <br />of the utmost importance and that stability and security among City employees contributes <br />significantly to that vitality; and <br />WHEREAS, any new hiring decisions made under current circumstances may commit <br />City resources to positions that may later need to be restructured for efficieny reasons and to <br />make better use of City staff and resources; and <br />WHEREAS, it is important that the City have a hiring policy in place to assure that <br />vacant positions are only filled if those positions continue to be needed in order to provide full <br />service to City residents. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON HEREBY <br />RESOLVES AS FOLLOWS: <br />SECTION 1. All hiring of personnel not currently employed by the City of Colton and <br />filling of any vacancies that may occur in the future shall require that the affected department <br />present reasons to the City Council in a written staff report supporting the determination of the <br />Department Head that there is a legitimate necessity to continue to staff any vacant position prior <br />to recruiting to fill any such vacancy for approval by the City Council. <br />SECTION 2. This hiring policy shall remain in effect until further action of the City <br />Council taken in the form of adoption of a resolution which by its express terms specifically <br />rescinds the policy imposed by this Resolution.
