AGENDA REPOR <br />UPLICATE <br />CITY OF COLTON <br />For City Council Meeting of <br />August 5, 1997 <br />July 29, 1997 <br />TO: MAYOR GAYTAN, CITY COUNCIL AND CITY MANAGER <br />FROM: Julie Hayward Biggs, City Atto e <br />SUBJECT: Solid Waste Disposal <br />Attached is a draft agreement presented to Mayor Gaytan by NORCAL/San <br />Bernardino. The Agreement would result in the City directing that all solid waste generated in <br />the City of Colton be disposed of through the County of San Bernardino system. The <br />Agreement is for twenty-five years and has a variety of provisions that the City may wish to <br />consider. In reviewing this Agreement, it has come to my attention that while several cities <br />within the County have signed up for this program, others are proposing alternative terms to the <br />County. <br />According to the proponents of the Agreement, the financial arrangement set forth <br />therein could result in a refund of approximately $100,000 a year to the City over the current <br />disposal arrangement. In order to evaluate whether that really would be the result, it is <br />necessary for staff to further investigate this and other alternatives that may be available to the <br />City. Under the provisions of the existing franchise agreement with Taormina, Inc., the City <br />has the authority to designate a specific disposal facility if it is intheCity's fiscal interest to do <br />so. Accordingly, it is appropriate for the City to consider the proposed Agreement as well as <br />any other alternatives that may result in a better economic return to the City. <br />At the present time, if the City Council wishes to consider alternatives to the <br />present disposal site(s) being used by Taormina, the City Council should direct staff to review <br />the NORCAL proposal and any other alternatives that may exist and that may be available to <br />enhance the economic return to the City from disposal of its solid waste. This will allow staff <br />to consult with various individuals and consultants that are available to determine the best <br />approach for the City to take with regard to this issue. <br />Concurrence: <br />Len Wood, Interim City Manager <br />Item No. 23 <br />
