At the conclusion of the Washington, D.C. meetings, the ad hoc group met and discussed what we had learned and focused on what needed to be donenext. It was the consensus of that group that the assessment matter was being advanced properly in order to seek relief for property owners from the extremely high assessments with which they were faced. There was also a strong consensus that the greenway project was very feasible provided funding could be found and that the possibilities for public benefit in terms of water conservation, recreation and environmental protection were compelling. The ad hoc group agreed that the first order of business was to ascertain whether the proposed debris basins could be relocated from upstream of San Timoteo Canyon Road, in Redlands, to between an area upstream of Barton Road in Bryn Mawr and downstream of San Timoteo Canyon Road. The second priority was to split Reach 3 at Barton Road to permit the project to proceed through Bryn Mawr, in accordance with that local community's expressed opinion; while allowing additional time to develop plans for the greenway upstream from Barton Road and to seek funding for whatever additional costs that might necessitate. I called a meeting of our Washington, D.C. group at my office on May 2, 1997, for the purpose of orally reporting to you my efforts to carry out the above. As I reported to you at that meeting, I have proceeded on each of these items. The County Flood Control District has contracted with Tettemer & Associates to explore two alternatives to the Army Corp's debris basin location and plan. You received on May 2, copies of the concepts that are being explored. As I explained, the Tettemerr, debris basin draft study is expected on May 28, 1997. You will be notified when the study has been received. Concerning splitting Reach 3 into Reach 3A and 36, 1 presented a request to do that to the Board of Supervisors last month, together with directions to proceed with the project in Reach 3A, which was approved.
