VEGA, FINANCE DIRECTOR ` 4 <br />SUBJECT: AWARD OF BID FOR A SEVERE USE, WILDLAND FIRE ENGINE TO HAAKER FIRE <br />EQUIPMENT IN THE AMOUNT OF $181,477.94 AND ADOPT THE ATTACHED <br />RESOLUTION TO ENTER INTO A SEVEN-YEAR LEASE PURCHASE AGREEMENT WITH <br />MARK PRESSMAN ASSOCIATES FOR AN ANNUAL AMOUNT OF $30,548.84 <br />DATE: FEBRUARY 23, 1998 <br />BACKGROUND <br />In the FY 97-98 Budget, the City Council approved the acquisition of a four -man, severe use, wildland fire engine. <br />On December 9, 1997, Purchasing advertised for sealed bids for this equipment. Bid packages were mailed to <br />nine vendors. <br />DISCUSSION/ANALYSIS <br />Bid opening was held at 2:30 p.m., January 20, 1998. One bid was received from Haaker Equipment for <br />$194,632.06. They also submitted a bid for a demonstrator model as an alternate in the amount of $181,477.94. <br />The City's purchasing ordinance does not prohibit the Council from awarding a contract when only one bid is <br />received. Staff is recommending award for the demonstrator model. <br />Staff solicited quotations for a seven-year lease purchase for this equipment. Proposals were received from the <br />following vendors for a seven-year lease: <br />MONTHLY <br />INT. <br />VENDOR: <br />PAYMENT <br />RATE <br />1. American Equipment Leasing <br />$ 31,486.81 <br />7.02% <br />A copy of the lease agreement and the Resolution adopting the lease agreement are attached for your review and <br />approval. <br />ALTERNATIVES <br />None <br />FINANCIAL IMPACT <br />The City Council approved a budget of $56,496 for the purchase of fire fighting equipment. <br />ENVIRONMENTAL IMPACT <br />None <br />RECOMMENDATION <br />Staff recommends Council award the bid for the demonstrator wildland fire engine to Haaker Equipment in the <br />amount of $181,477.94 and adopt the attached resolution to enter into a seven-year lease purchase agreement <br />with Mark Pressman Associates for an annual amount of $30,548.84. <br />Report prepared by Mary J.
