CITY OF COLTON
AGENDA REPORT
FOR COUNCIL WORKSHOP OF APRIL 7,1998
To: Honorable Mayor and City CoURcil
Approval: Henry T. Garcia, City Manage
From: Kathy A. Kivley, Assistant to t e ity Manager
Subject: Authorize the Purchase of New Banners S14
Date: March 31, 1999
BACKGROUND
For many years the City of Colton scheduled only a few community events. Over the past year, as a City
Council, your vision for the City empowered staff to revive various old events and create new ones. The
banner program's intent is to broadcast information about our community to help strengthen the
economy, promote the exceptional quality of life within this family oriented community, increase visitors,
and amplify and expand citizen participation in community events.
DISCUSSION /ANALYSIS
On January 12, 1999 of this year, you authorized the continued implementation of the Colors for Colton
Program. The banner form of communication reminds our residents and visitors alike on an almost daily
basis, to support our community. This part of the program involves hanging 250 banners, entitled
"Discover Colton" throughout the community advertising the eight street fairs at Fleming Park over the
remaining months in the calendar year. Recently a banner committee composed of three City
Councilmembers developed the design for the new banners.
The proposed new banners are single sided, four color, Y x 8, white vinyl. They will hang on marblelite
and steel poles on the major arterials throughout the City. The banners will hang on La Cadena Dr.,
Valley Blvd., Washington St., Rancho Ave., Mt. Vernon Ave., and Colton Ave. The proposed new banners
Will hang beginning approximately April 15, 1999 through October 1, 1999.
FINANCIAL IMPACT
Four-color banners on white are $42.50 per banner. Because we were able to use Microsoft Clipart
again, the charge for design is only $150.00. In order to expedite the installation and removal of the
banners, we proposed to again rent the fiberglass attachment hardware at $19.50 per banner. This price
includes installation and removal of the banners, and a thirty -day warranty period. To purchase the
hardware, the cost is approximately $34.00 per banner. It would then require our Utility Department
install and remove the banners and excludes the thirty -day warranty period.
The approximate cost for printing 250 four-color single design banners ($10,525), including installation
and removal ($4,875), consistent with the schedule as outlined above will be $15,620. The project
account number is 520-8000-8005-2350-0923-000.
RECOMMENDATION
Authorize the purchase of the new banners as outlined consistent with the banner design committee's
recommendation.
Attachment
Projects Banner Phase 2 CG 40799.doc
Item # 17
