CLARKE, UTILITY DIRECTOR`Vr`'- <br />SUBJECT: AWARD OF CONSULTING ENGINEER CONTRACT TO KRIEGER & STEWART IN THE <br />AMOUNT OF $162,200 FOR THE DESIGN OF WATER AND SEWER LINE REPLACEMENTS <br />DATE: JULY 27. 1999 <br />BACKGROUND: <br />The Water and Sewer Master Plans identified the need to replace lines. The Council approved a two-year <br />budget, which included the Water and Sewer lines to be replaced. In addition, the lines being replaced are <br />also in project areas scheduled for street overlay. There has been a coordinated effort between the Public <br />Works Department and the Utility Department to ensure that the water and sewer lines will be replaced prior <br />to the street overlay project. <br />DISCUSSION/ANALYSIS: <br />On July 19, 1999, the Utility Department requested proposals from a pool of known consultants for the design <br />of water and sewer line replacements. Responses were received from only two firms: Krieger and Stewart <br />and Associated Engineering. <br />On July 27, 1999 a three member interview panel interviewed the engineering firms. The firms were rated <br />based on the services they proposed to perform, their understanding of the work required and their ability to <br />meet the strict time frame for completion of the project. The ratings, based upon the stated qualifications, are <br />as follows: <br />1. Krieger and Stewart <br />2. Associated Engineering <br />FINANCIAL IMPACT: <br />The engineering cost for water line replacements is $77,350, and appropriated in the FY99-00 Water Capital <br />Improvements Budget, account no. 521-8100-8106-3890. The engineering cost for sewer line replacements <br />is $64,850, and appropriated in the Wastewater Capital Improvements Budget, account no. 522-8200-8206- <br />3890 and the Sewer Development Budget, account no. 552-8200-8206-3890. The fee estimates did not <br />include construction surveying and staking, staff negotiated a fee of $20,000 for this required service for <br />water ($10,000) and sewer ($10,000). Total contract amount is $162,200. <br />RECOMMENDATION: <br />Staff recommends that Council award of the consulting engineer contract to Krieger and Stewart in the <br />amount of $87,350 for design of the water line replacements, and $74,850 for design of the sewer line <br />replacements. <br />Report Prepared By: Lorraine June, Water/Wastewater Administrative Analyst II <br />Page 1 of 1 Item #12 <br />
