HUTTON, PUBLIC WORKS DIRECTOR <br />SUBJECT: RECOMMENDATION FOR AWARD OF CONTRACT TO LOWEST RESPONSIBLE <br />BIDDER FOR THE 1998-99 PAVEMENT REHABILITATION PROJECT - PHASE II <br />DATE: FEBRUARY 4� 1999 <br />BACKGROUND: <br />The Proposed Phase II of the Street Paving Program for Fiscal Year 1998199 was presented to City <br />Council December 15, 1996; expenditure approval was granted in the amount of $554,944. The Project <br />consists of rehabilitation, via 2" Cold Plane & 2" AC Overlay, of 921,141 square feet of existing streets. <br />The Public Works Department personnel based project location selections upon input from the State <br />Mandated IMS Program and a visual inspection. <br />Bid Opening for the City of Colton 1998-99 Pavement Rehabilitation Project — Phase it was held on <br />February 2, 1999; eight Bid Proposals were submitted. One Bidder was rejected for non-compliance; the <br />remaining Bidders are listed in ranking order: <br />1. All American Asphalt $380,466.99 <br />2. Hood Corporation $382,580.83 <br />3. Laird Construction $387,820.00 <br />4. Matich Corporation $398,732.51 <br />5. Vance Corporation $399,378.52 <br />6. Yeager construction $399,378.52 <br />7. Holland Lowe Construction $451,937.08 <br />Upon review of the Bid Proposals submitted, All American Asphalt has been designated as the Lowest <br />Responsible Bidder with a Total Bid Amount of $380,466.99. <br />DISCUSSION/ANALYSIS: <br />The Engineers Estimate for this project was $450,000 with a contingency of $104,994 for a total of <br />$544,994. The original estimate of $554,994 was downsized to $450,000 to reflect the removal of a <br />portion of Phase II which was added to Phase I in order to avoid a conflict with the Interconnect Project <br />currently under construction. in addition, three (3) streets (Citrus, Veteran's Way and Rialto Ave) were <br />added to the 1998-99 Pavement Rehabilitation Project - Phase I; the funding for this portion of the <br />project was taken from the original request for Phase ll funding. <br />The majority of the bids came in under the Engineers Estimate, and were quite close with a spread of <br />only $18,931.53 between the first six bidders. <br />FINANCIAL IMPACT: <br />All funds being utilized for this project are from Gas Tax, Measure I, and transportation funding sources. <br />No General Funds are being used. <br />RECOMMENDATION: <br />■ Staff recommends that City Council award the 1998199 Pavement Rehabilitation Project — Phase It <br />construction contract in the amount of $380,446.99, to All American Asphalt and that a contingency <br />fund of $175,050.01 be maintained for the Change,Orders from Phase I and any Change Orders that <br />may be required for Phase II. <br />Attachments <br />Page 1 of 1 Dill # 6 <br />
