Gard, City Manageā€ž/ <br />FROM: Thomas K, Clarke, utility Direcio <br />SUBJECT, MISSING LINKS PROGRAM <br />DATE: July a, 1999 <br />There are numerous areas in the City of Colton where any combination of curbs, gutter's, and/or sidewalks <br />have never been constructed. in most cases, these missing items are the result of leap -frogging <br />development and in -fill construction in residential areas. This has produced areas where there may be <br />facilities for several blocks and then one or two lots devoid of the infrastructure. <br />As part of the National Pollution Discharge Elimination System (NPDES) budget, funded through property <br />tax assessments, $150,000 has been appropriated for installing curbs, gutters, and sidewalks throughout <br />the City where they do not exist. The primary purpose of this budget item is to provide infrastructure to <br />complete and enhance the storm drain/ system. This will handle run-off, reduce flooding, and address <br />health and safety issues. It is anticipated that it wilt take three to four years to conVie e, the Missing Links <br />Program. This initial effort has targeted the higher -priority areas based upon necessity criteria. These <br />areas will be worked on first and the others In subsequent budgets, <br />ALTERMAILM <br />The only other alternative is to budget for this program In other departments and have the work completed <br />by City personnel. <br />EtfilAHM& <br />The funding for this activity is derived (ram the property tax assessment that has been in place for several <br />years as a'result of the Federally mandated NPDES program, <br />UNYWAMktENTAL tMPAM <br />The Missing Links Program will have several positive impacts.
