CLARKE, UTILITY DIRECTor,40t, � <br />SUBJECT: AWARD OF CONSULTING ENGINEER CONTRACT FOR THE DESIGN <br />AND CONSTRUCTION MANAGEMENT OF WELL NO. 26 TO KENNEDY/ <br />JENKS CONSULTANTS IN THE AMOUNT OF $96,400 <br />I DATE: FEBRUARY 23, 1999 <br />BACKGROUND: <br />On January 25, 1999, the Utility Department requested qualifications from four engineering <br />firms for the design of Well No. 26. <br />DISCUSSION/ANALYSIS: <br />On February 17, 1999 a four member interview panel interviewed the engineering firms. The <br />firms were rated based on the services they proposed to perform, their understanding of the <br />work required and their ability to meet the strict time frame for completion of the project. The <br />ratings, based upon the stated qualifications, are as follows: <br />1. Kennedy -Jenks <br />2. Kreiger and Stewart <br />3. John Egan and Associates <br />4. Associated Engineering <br />The Water Master Plan identified the need for a new well to service both the Central and <br />Western Zones. The new well will replace four existing wells located in the Walnut Well Field. <br />The new well will need to be in operation by July 20 (barring unforeseen geological problems) <br />in order to meet the summer water demand. The consulting engineer will also provide <br />construction management for the project. <br />FINANCIAL IMPACT: <br />The cost for engineering and construction of Well #26 is in the FY98-99 Water Development <br />Budget, New Wells, account #551-8100-8105-3890. <br />RECOMMENDATION: <br />Staff recommends that Council award the consulting engineer contract for the design and <br />construction management of Well No. 26 to Kennedy/Jenks Consultants in the amount of <br />$96,400. <br />Report Prepared By: Lorraine June, Water/Wastewater Administrative Analyst If <br />Item # I I <br />
