CITY OF COLTON AGENDA REPORT Council Meeting of February 1, 2000 TO: Honorable Mayor and Council Members APPROVAL: Henry T. Garcia, City Manager FROM: Daryl J. Parrish, Assistant City Manager SUBJECT: Consideration of the Randall Avenue Storm Drain Reimbursement Agreement between the City of Colton and the City of San Bernardino DATE: January 19, 2000 BACKGROUND: The Randall Avenue Storm Drain Project (the "Project') currently under construction consists of approximately 2200 linear feet of pipe and catch basins within the street right of way along Randall Avenue from Eucalyptus Avenue on the west to the Randall Detention Basin on the east (at the Northwest comer of Meridian and Randall Avenues). The project will have a direct mitigating effect on the flow of waters from the north by directing them in an easterly direction into the soon to be enlarged Randall Detention Basin. When the storm drain is completed parcels such as the Jehue Middle School, the Arrowhead Regional Medical Center and the intersections of San Bernardino and Pepper and Valley and Pepper will have significant relief from flooding conditions that have historically occurred at those locations. Funding for the Randall Avenue Storm Drain project was approved by the Community Facilities District Commission and the City Council in the amount of $494,218. DISCUSSION/ANALYSIS: The project will carry storm water from both cities and a portion of the project lies within the City of San Bernardino as the attachment to the proposed agreement indicates. The San Bernardino portion of the project must be constructed in order for the project to be effective. The City of San Bernardino has agreed to contribute $30,000 to reimburse the City of Colton for costs incurred in designing and constructing the San Bernardino portion of the project. The City of San Bernardino shall in no event contribute in excess of $30,000 towards the project. ENVIRONMENTAL IMPACT: None. FISCAL IMPACT: Approving the attached agreement will reduce the cost of the Randall Avenue Storm Drain Project to the City of Colton by $30,000. Item #7
