CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING March 7, 2000 <br />TO: Honorable Mayor and City C�uncil <br />APPROVAL: Henry Garcia, City Manage�� <br />FROM: Dennis Morris, Human Resource Director�, �1� , <br />SUBJECT: Approval Of Amendment And Reorganization To Resolution 2240 "Personnel <br />System Rules And Regulations" And The Amendment Of Ordinance No. 1122 <br />"Civil Service System". <br />DATE: February 28, 2000 <br />BACKGROUND: <br />The City of Colton Personnel Rules and Regulations and the Civil Service Ordinance have not been reviewed or <br />updated since 1962, hence they are in need of consolidarion and reorganization. <br />DISCUSSION/ANALYSIS: <br />One of the most visible problems with rule compliance is that the Administrative Policy Manual is confusing to <br />anyone seeking clear, complete procedures. Some rules are referenced throughout the manual, rather than having <br />all of the information on one subject in one area. In addition, the Civil Service Ordinance contained items that <br />should be reorganized to be included in the Personnel Rules and Regulations; and the Personnel Rules and <br />Regulations contained items that needed to be included in the Civil Service Ordinance. To make the rules easier <br />to interpret for enforceability, the attached revised Personnel Rules and Regulations and the Civi] Service <br />Ordinance have been reorganized, in order to gather like information for quick and accurate reference. All <br />resolutions making changes to the 1962 version are now referenced in the updated version. <br />With this revision/re-organization, this will be our first step in complering a new Adininistrarive Policy Manual <br />that will be more "user friendly" and assist our staff with the tools to administer the rules. <br />The attached updated Personnel Rules and Regulations and Civil Service System have been reviewed (with <br />no objections made) by all of our employee Associations/Unions and there was a unanimous vote of <br />approval by the Civil Service Commission at their February 9th meeting. The Civil Service Board <br />appointed Chairperson Lopez to attend the Council Meeting in March in support of this agenda item. <br />FINANCIAL IMPACT: <br />None <br />RECOMMENDATION: <br />Staffs recommends that City Council approves the attached Amendment to Resolurion 2240 and conduct the first <br />reading of the Civil Service Ordinance. <br />PREPARED BY: Vicki Porter <br />Attachment: Resolution 2240 (Shike over and fmal document) <br />Ordinance 1122 (Strike over and fmal document) <br />Item #5 <br />
