Item #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF AUGUST 20, 2002 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR <br />SUBJECT: AWARD OF BID FOR RESCUE TOOLS FOR THE FIRE DEPARTMENT TO HUB <br />CONSTRUCTION SPECIALTIES IN THE AMOUNT OF $24,399.37 <br />DATE: AUGUST 12, 2002 <br />The Federal Emergency Management Agency (FEMA) awarded the City of Colton Fire Department a grant through <br />FIRE Act of 2001 (Federal Assistance to Firefighters Grant Program). At the Council meeting of January 15, 2001, the <br />City Council approved the acceptance of this grant and the Fire Department's proposed expenditures. One of the <br />expenditures proposed was to equip our rescue unit to meet California Office of Emergency Services "Heavy Rescue" <br />certification requirements. <br />ANALYSIS/DISCUSSION <br />On July 16, 2002, Purchasing solicited bids for rescue tools from nine vendors. Bid opening was held on August 6, 2002, <br />in the Purchasing Office. Two bids were received and evaluated from Hub Construction Specialties and HCS Cutler. A <br />Bid Analysis is attached showing the prices quoted by each vendor. Bidders were not required to bid on all items, since <br />not all bidders supply each and every item. While Hub Construction bid on most items, HCS Cutler did not. In order to <br />determine the low bidder, Hub's bid price of $20,667.03 was adjusted to exclude the items that were not bid by HCS <br />Cutler. This price was then compared to HCS Cutler's price of $20,943.23, which was adjusted to reflect the I% local <br />bidders preference. Hub Construction Specialties is the low bidder. Staff is recommending Council award a contract to <br />Hub Construction Specialties for all items they bid in the total amount of $24,399.37. <br />ENVIRONMENTAL IMPACT <br />None <br />FISCAL IMPACT: <br />Funds have been approved for this purchase in the Fire Department Miscellaneous Capital account number 100-6090- <br />6091-4930. <br />RECOMMENDATION: <br />Staff recommends the City Council award the bid for fire rescue tools to Hub Construction Specialties in the Amount of <br />$24,399.37. <br />Report prepared by Mary J.
