CITY OF COLTON Item #13
AGENDA REPORT
For the City Council Meeting of February 5, 2002
TO: Honorable Mayor and Council Members
FROM: Thomas K. Clarke, Utilities Director
SUBJECT: Reject All Bids for Painting of High Voltage Substation Equipment
DATE: January 28, 2002
BACKGROUND:
The Electric Department, Substation Division, has a requirement to paint high voltage equipment
(switch gear, various circuit breakers, and 20 MVA transformers) at the Hub substation. Funds
were approved in the FY 2001-2002 budget for this requirement.
DIS CUSSION/ANALYSIS:
On December 11, 2001, the Utilities Department issued a Request for Proposal for this
requirement. The Request For Proposal was advertised in the local paper on December 14 and
December 24, 2001. RFP packages were mailed to three vendors known to provide this type of
service. The Proposals were due at 3:30 P.M., January 8, 2002.
Two proposals were received, one from Transformer Coaters of America and one from QSC
Painting. Neither vendor provided the required bid security and the proposals were returned
"non-responsive'. Since this is a "Public Work Project", the non-responsive bids need to be
rejected and staff authorized to re -advertise for new bids.
ALTERNATIVES:
None
FISCAL IMPACT:
None
ENVIRONMENTAL IMPACT:
None
RECOMMENDATION:
Staff recommends that City Council reject all bids and authorize staff to re -advertise and solicit
for new bids on the Painting of High Voltage Electric Substation Equipment.
Report prepared by Rebecca Gallegos, Buyer
REVIEW TEAM Y
City Attorney: Finance Director:
City Manager: OTHER:
