KIVLEY, ASSISTANT T EGITMEGA <br />ER / ACTING WATER & <br />WASTEWATER DIRECTOR �SUBJECT: APPROVAL OF AMENDMENT TO JOHD ASSOCIATES, INC., <br />AGREEMENT IN THE AMOUNT OF $8,900 <br />DATE: February 4, 2002 <br />BACKGROUND: <br />On May 15, 2001 the Colton Utility Authority approved an Agreement with John Egan and <br />Associates, Inc., in the amount of $215,000 for Phase II, Designing and Construction of <br />Montecito Reservoir No. 2. The previous Water Master Plans adopted by the City Council <br />identified the need to construct an additional reservoir near the existing Montecito Reservoir #1 <br />(east of Reche Canyon Road and south of Washington Street). <br />In 1989 the Water Utilities Manager requested proposals from three design engineers for work <br />involved in obtaining a new 2 million -gallon reservoir site. The first phase of the project <br />included 1) Site Identification; 2) Surveying; 3) Preparation of a legal description and grant <br />deed; and 4) Preliminary reservoir design. The second phase includes 1) Obtaining additional <br />right-of-way due to the need to increase the reservoir size from the initial proposal) 2) <br />Topographic survey 3) Geotechnical review 4) Final design and 5) Construction management <br />and inspection. John Egan and Associates was selected, and has satisfactorily performed the <br />initial scope of work, as well as additional design work the Utilities Director determined <br />necessary. <br />The City is in negotiations with Montecito Cemetery for the land required to construct Montecito <br />Reservoir #2. John Egan and Associates completed the surveying and legal description for the <br />property and is finalizing the design for a 4 -million gallon reservoir that would better serve the <br />construction occurring in the Central Zone. <br />John Egan and Associates estimates that the final design can be completed in approximately <br />120 calendar days following notice to proceed. It is essential that the reservoir be completed by <br />December 2002 so La Loma Reservoir may meet the schedule established for rehabilitation. <br />DISCUSSION/ANALYSIS: <br />Since 1989, the City has taken advantage of opportunities to install the new reservoir's water <br />transmission pipe in segments in the Cooley Ranch area. The areas where the water <br />transmission pipe was installed coincided with road construction work, such as the water pipe <br />crossing the Reche Canyon Flood Control Channel. However, there are still several missing <br />segments in the water transmission pipe, which need to be designed and constructed before <br />the new reservoir can be placed into service. <br />The design Agreement with John Egan and Associates, Inc., included the design of a water <br />transmission pipe from Reche Canyon Road to the new reservoir. Since the new reservoir <br />cannot receive water until the missing segments in the water transmission pipe are complete, <br />staff requested a proposal from John Egan and Associates, Inc., for the design of the missing <br />
