KIVLEY, ACTING WATER & WASTEWATER CT,QR <br />� >�� <br />SUBJECT: AWARD OF FY01-02 AND FY02-03 BIO-SOLIDS H U CO TR T TO <br />SYNAGRO WEST, INC., IN THE AMOUNT OF $39.50 PE ON <br />DATE: JANUARY 8, 2002 <br />BACKGROUND: <br />Bio-solids are extracted from the waste stream flow during wastewater treatment and must be <br />disposed of in an environmentally safe and acceptable manner consistent with the <br />Environmental Protection Agency (EPA) regulations CFR 503. The FY01-02 and FY02-03 <br />Wastewater Budgets included funds for the hauling of bio-solids. The existing bio-solids <br />hauling contract for the Wastewater Treatment Plant expired on December 31, 2001. City staff <br />followed standard procedures including advertising the bid on December 13, 20 and 27, 2001. <br />DISCUSSIOWANALYSIS: <br />Based on staff's review of the industry, at the present time there are only three companies who <br />provide this service. A Notice Inviting Bids was sent to the three companies. On January 8, <br />2002, staff received and opened one (1) bid for the FY01-02 bio-solids hauling contract for the <br />Wastewater Treatment Plant. The bid specifications allow the City, at the recommendation of <br />the designated Water/Wastewater Director, to renew the contract for one additional year (FY02- <br />03), with a negotiable cost-increase based on the previous year's Consumer Price Index (CPI). <br />The bid results are as follows: <br />1. SYNAGRO WEST, INC., $39.50/Ton. <br />2. McCarthy Farms (received notice declining to participate) <br />3. Salt Dale Farms (no response) <br />ALTERNATIVES: <br />None. <br />FISCAL IMPACT: <br />Staff anticipated the bids <br />Wastewater Professional <br />contract at $39.50 per ton. <br />would be around $45 per ton. Sufficient funds are available in the <br />Services Account 522-8200-8200-2350 for this bio-solids hauling <br />ENVIRONMENTAL IMPACT: <br />The United States EPA, State of California and County of San Bernardino govern the <br />environmental manner in which bio-solids are disposed of. The hauler must comply with all <br />Federal, State and County environmental regulations. <br />
