CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF July 2, 2002 <br />TO: Honorable Mayor and City Council <br />FROM: Ron Kenny, Director of Parks, Recreation & Family Services <br />SUBJECT: Amendment to the Parks Ordinance Regarding Proper Removal and <br />Disposal of Canine Feces <br />DATE: June 26, 2002 <br />BACKGROUND: <br />Item #1 <br />The City's Parks Ordinance, Chapter 12.24, Section 12.24070 Animals, does not include a reference to the <br />removal and disposal of canine feces by the animal's owner on parks and other public land. <br />DISCUSSION/ANALYSIS: <br />The City Council and staff have made community beautification a priority. Although parks and public <br />spaces are being developed into areas of beauty, unless they are maintained properly they can easily become <br />blighted, wasting a great deal of staff time and money. City crews are responsible for the regular <br />maintenance of parks and other public land. However, residents must assume responsibility for the removal <br />and disposal of canine feces deposited by their animals. <br />An amendment to the Parks Ordinance will allow for enforcement as needed. A fee structure is also <br />recommended allowing the Police Department to cite those not obeying the law. <br />The City's Recreation and Parks Commission has reviewed this item and has recommended approval. <br />FINANCIAL IMPACT: <br />None <br />ENVIRONMENTAL IMPACT: <br />None <br />RECOMMENDATION: <br />Staff recommends that the City Council approve an amendment to the City's Parks Ordinance, adding <br />Chapter 12.40 to Title 12 of the Colton Municipal Code regarding proper removal and disposal of canine <br />feces. <br />TEW TEAM ONLY <br />Attorney'D, ,d)/(�s-- <br />Finance Director: <br />Manager: I OTHER: <br />
