Prior to rendering a decision in any proceeding involving a license, permit, contract or <br />other entitlement pending before the city council, any council member who has <br />received been pranised a gift or gifts aggregating $50.00 or more in value within the <br />preceding twelve months from a parry or participant in the proceeding shall disclose <br />that fact either orally or in writing during open session.
