Item #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF November 5, 2002 <br />TO: Honorable Mayor and City Council Members <br />FROM: R, Heusterberg, Chief of Police <br />SUBJECT: Approval of the Citizen Option for Public Safety Grant (COPS) <br />DATE: October 29, 2002 <br />BACKGROUND: <br />The State of California, Department of Justice, is providing funds for the Citizen Option for Public <br />Safety (COPS) Grant for local law enforcement purposes. The grant is based on population and it <br />is estimated that the grant will be approximately $100,000.00. These grant funds must be <br />expended in a two-year period. The grant funds are distributed through the San Bernardino <br />County Auditor/Controller's Office. Changes to the California Government Code now require the <br />establishment of a Capitalization Supplemental Law Enforcement Oversight Committee in each <br />county. This committee must certify that they have received an approved expenditure plan from <br />the governing board of the agency receiving funding. This requirement must be conpleted prior to <br />any funds being disbursed. This plan must be submitted to this committee through the San <br />Bernardino County Sheriffs Department no later than November 18, 2002. There are no matching <br />fund requirements for this grant. <br />ANALYSIS/DISCUSSION: <br />The Police Department plans to use these grant funds to continue to fund a CSO (community <br />service officer) position, which is currently being funded through grant funds and to acquire law <br />enforcement related equipment. It is estimated that approximatey 75% of the grant ($75,000.00) <br />will be set aside to cover salary and related benefits for the CSO position and the remaining 25% <br />($25,000.00) will be used to upgrade law enforcement related equipment such as communication <br />equipment and computer related law enforcement expenses. The funds are normally distributed <br />through the County to the Police Department, with interest. The exact amount of interest is <br />unknown. The Police Department has participated in this grant funding for the past several years <br />and hopes to continue obtaining this grant as long as it is available. <br />ENVIRONMENTAL IMPACT: <br />None. <br />
