Item #5 CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF November 19, 2002 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: RANDY RIVERA, PUBLIC SERVICES MANAGER SUBJECT: ADOPT THE ATTACHED RESOLUTION TO DECLARE THAT AN EMERGENCY CONDITION EXISTS FOR BIDDING PURPOSES AT THE CARNEGIE MUSEUM AND ENTER INTO THE CONTRACT WITH EL -CO CONTRACTORS, INC. FOR THE INSTALLATION OF A NEW SEWER LATERAL AND AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACT DOCUMENTS DATE: November 12, 2002 BACKGROUND: With the Carnegie Museum being selected as the site for the Homework Assistance Program, staff endured into the task of renovating the basement of the Carnegie Museum. As work progressed, a sewer back up was encountered. Staff determined that the sewer lateral from the building to the main did not have the necessary fall, thus, creating a back up. Staff installed a check valve (flapper), hoping that this would remedy the situation, however, a back up occurred after the installation. At the request of the Public Services Manager, El -Co Contractors, Inc. and Evans Hydro were summoned to provide their expert opinion on how to remedy the problem. They provided two alternatives: (1) Install a lift station with a sump pump using the existing lateral, or (2) Install a new sewer lateral from the building out to La Cadena Drive. ANALYSIS /DISCUSSION With the opening of the Homework Assistance Program scheduled for November 20, 2002, the existing lateral would not take the increased volume, thus, creating more back-ups and presenting a health issue. The Public Services Manager solicited a quotation from Evans Hydro to install a lift station and a sump pump. The quote from Evans Hydro for this installation is $25,125.00. A quotation was also solicited from El -Co Contractors, Inc. for the installation of a new sewer lateral from the Carnegie Museum to La Cadena Drive. The quote from El -Co Contractors, Inc. is $15,480.00 ALTERNATIVES Require staff to proceed with formal, competitive bidding. ENVIRONMENTAL IMPACT: None FINANCIAL IMPACT:
