Item #6 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF FEBRUARY 18, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR <br />SUBJECT: AWARD A CONTRACT FOR RADIO EQUIPMENT FOR THE FIRE <br />DEPARTMENT TO MOTOROLA, INC. IN THE AMOUNT OF $105,533.03 <br />DATE: FEBRUARY 6, 2003 <br />BACKGROUND <br />On October 15, 2002, the City Council approved the acceptance of funds from the FEMA Fire Act Grant of <br />2002. The City Council also approved the expenditure of these funds for portable 800 MHz radios. The Fire <br />Department will be purchasing 39 portable radios, one mobile radio and the required accessories as the first of <br />several purchases related to their Firefighter Safety and Survival Program. <br />DISCUSSION/ ANALYSIS <br />The radios are a part of proprietary system used countywide. Section 3.08.100 of the City's Purchasing <br />Ordinance allows the City to enter into agreements with other agencies for the purchase of supplies, services <br />and equipment. In such instances, the procedures of that agency shall satisfy all City requirements for the bid <br />and award of those purchases. The City of Colton can piggyback onto the San Bernardino County Bid #89- <br />639. This will save the City the cost of the formal bid process and allow us to take advantage of the volume <br />discount afforded to San Bernardino County. <br />ALTERNATIVES <br />Solicit sealed proposals for this equipment, however, the County Bid is expiring and Motorola, Inc. is raising <br />their prices another 15%. If we solicit proposals we will likely pay an additional 15% for this equipment, as <br />Motorola does not sell this proprietary equipment through its distributors. <br />FINANCIAL IMPACT <br />This purchase is funded by the FEMA Fire Act Grant of 2002. The funds are available in the Fire Department <br />Miscellaneous Equipment Capital account number 100-6090-6091-4930 <br />ENVIRONMENTAL IMPACT <br />None <br />RECOMMENDATION <br />Staff recommends the City Council piggyback on to the San Bernardino County Bid #89-639 and award a <br />contract for radio equipment for the Fire Department to Motorola, Inc. in the amount of $105,533.03. <br />Report prepared by Mary J.
