<br />NOTICE OF A JOINT PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF COLTON
<br />AND'THETTEDEVELOPMENT AGENCY FOR THE CITY OF COLTON rid I: PROPOSED
<br />REDEVELOPMENT PLAN FOR THE APPROVAL OF THE LA CADENA CORRIDOR
<br />REDEVELOPMENT PROJECT AREA AND THE CERTIFICATION OF AN ENVIRONMENTAL
<br />IMPACT REPORT PREPARED IN CONNECTION THEREWITH
<br />NOTICE IS HEREBY GIVEN that the City Council of the City of Colton (the 'City Council") and the Redevelopment Agency for the City of
<br />Colton (the "Agency') will hold a JOINT PUBLIC HEARING to consider the approval and adoption of the proposed Redevelopment Plan (the
<br />'Redevelopment Plan) for the La Cadena Corridor Redevelopment Project Area (the "Project Area') and the certification of the Environmental
<br />Impact Report (the "EIR) prepared in connection therewith. The joint public hearing will be held at the following date, time and place
<br />Date: Tuesday, July 1, 2003
<br />Time: 6'00 p.m, or as soon thereafter as possible
<br />Place: Colton City Hall Council Chambers, 650 North La Cadena Drive, Colton CA
<br />The purpose of the joint public hearing is to consider adopting a new redevelopment plan for the La Cadena Corridor Redevelopment Project
<br />Area. The adoption of the Redevelopment Plan will enable the Agency to implement activities which will eliminate conditions of blight in the
<br />Project Area and prevent their reoccurrence. Such activities may include, tow interest loans and grants by the Agency to homeowners and
<br />the owners of multifamily dwelling units for housing rehabilitation, residential neighborhood beautification programs. commercial and industrial
<br />rehabilitation and expansion assistance programs including land assembly for commercial and industrial reuse projects, public improvement
<br />construction and financing by the Agency and public utility and facility improvements,
<br />The Redevelopment Plan provides that the Agency may acquire property in the Project Area by purchase or any other lawful means including
<br />the use of eminent domain (condemnation).
<br />However, the Agency has specifically excluded the use of eminent domain to acquire any property within the Project Area that is
<br />either: 1) zoned or designated in the City's General Plan as residential use land, or ii) occupied by one or more residential dwelling
<br />units.
<br />tt an interested person receives a copy of this Notice of Joint Public Hearing by United States Mail, such delivery by mail indicates that the
<br />interested person either owns property in the Project Area or owns a business andior resides in the Project Area. Please note that 9 the
<br />person who receives this Notice of Joint Public Hearing by mail owns commercially or industrially zoned lands or lands which are designated
<br />in the General Plan for commercial or industrial use, the Agency may hereafter acquire such land by eminent domain if the Redevelopment
<br />Plan is adopted. However. please also note that if the person who receives this Notice of Joint Public Hearing by mail lives in a home or
<br />apartment in the Project Area, or owns property which is residentially zoned or designated in the General Plan for residential uses, the
<br />Agency cannot acquire such property or dwelling unit by eminent domain if the Redevelopment Plan is adopted.
<br />At the above -stated day, hour and place of the joint public hearing., all persons having any objections to the proposed Redevelopment Plan, or
<br />who deny the existence of blight in the proposed Project Area or the regularity of any of the prior proceedings may appear before the City
<br />Council and the Agency and show cause why the proposed Redevelopment Plan should not be adopted. In addition, at any time not later
<br />than the hour set for the hearing, any person or organization may file a written statement with the City Clerk of the City of Colton of their
<br />objections to the proposed Redevelopment Pian. 'rhe mailing. address of the City Clerk is City of Colton City Clerk, 650 North La Cadena
<br />Avenue, Colton, California 92324, Any person or organization desiring to be heard will be given an opportunity to be heard. The City Council
<br />and the Agency will receive and consider all evidence and testimony for and against the adoption of the proposed Redevelopment Plan,
<br />A Final EIR has been prepared regarding the proposed Redevelopment Plan, The City Council and the Agency will at the same above -stated
<br />date, time and place also consider the EIR in accordance with the California Environmental Quality Act (CEQA).
<br />Persons who challenge the proposed Redevelopment Plan or the EIR in court may be limited to raising only those issues they or someone
<br />else raised at the joint public hearing described in this notice, or in written correspondence delivered to the City Clerk at. or prior to, the public
<br />hearing.
<br />Copies of the proposed Redevelopment Plan, the EIR and the legal description of the boundaries of the redevelopment project areas are
<br />available for public inspection at the office of the City Clerk of the City of Colton at 650 North La Cadena Drive, the Cohon Public Library at
<br />656 North 9'1 Street, Colton and at the Luque Branch Library at 294 East "0' Street, Colton during regular business hours. Copies of the legal
<br />descriptions are available upon request to the City Clerk, tree of charge. Copies of the Agency's Report to City Council will be available for
<br />public inspection at the office of the City Clerk one week prior to the joint public hearing. Interested persons who have further questions

<br />the City Clerk at (909) 370-5033. Notification of at least three working days prior to the meeting or time when services are needed will assist
<br />the City staff in assuring that reasonable arrangements can be made.
