Resolution Initiating <br />Proceedings, 2.) Preliminary Approval of the <br />Engineer's Report, and 3.) Resolution of Intent for the <br />2003-2004 Fiscal Year Assessment Levy of the City <br />Wide Landscape and Lighting Maintenance District <br />No. 1, Fiscal Year 2003-2004 and Declaring Intention of <br />a Public Hearing Regarding the LLMD for July 15, <br />2003 <br />DATE: June 23, 2003 <br />BACKGROUND: <br />The City Council previously formed a Landscape and Lighting Maintenance Assessment District. <br />This formation was accomplished pursuant to the provisions for Landscaping and Lighting Act of <br />1972, Part 2 of Division 15 of the Streets and Highways Code of California. This Act provides <br />for the levy and collection of assessments by the County of San Bernardino for the City of Colton <br />to pay the maintenance and services of lighting, landscaping, and all appurtenant facilities and <br />operations related to the LLMD No. 1. <br />The LLMD consists of 8 Zones, of which five (5) Zones have an annual levy. The benefit Zones <br />are Cooley ranch (Zone I), La Loma Hills (Zone 3), Old Colton (Zone 4), Reche Canyon (Zone <br />5) and West Valley (Zone 8). The improvements within the District include; turf, ground cover, <br />street trees, irrigation systems, perimeter landscaping, slopes, open space, lighting systems and all <br />necessary appurtenances. The costs associated with the improvements are equitably spread <br />between all benefiting parcels within the Zones. Only parcels that receive direct benefit from the <br />improvements are assessed. <br />DIS CUS SION/ANALYSIS: <br />Prior to a Public Hearing the Act requires that certain resolutions be adopted. The required <br />resolutions are [nitiating Proceedings for the Annual Levy of Assessments, Declaring Intention to <br />Levy the Annual Assessment and Preliminary Approval of the Annual Levy Report, prepared by <br />Muni Financial, tnc., the Landscape Maintenance District Engineers. <br />LLMD Agenda OG/23/03 <br />
