S-51 (SUBAREAS 1 - 2): FILE INDEX <br />NO. DAP -000-031 <br />WHEREAS, the City of Colton initiated an application on April 11, 2002 (File No. DAP <br />000-031) to prezone 25 unincorporated County island parcels totaling 57.2 acres within the City's <br />Sphere of Influence located on the east and west side of Reche Canyon Road, immediately north of <br />the San Bernardino/Riverside County line ("Application"); and <br />WHEREAS, the Application was referred to all affected public agencies for review <br />and consideration; and <br />WHEREAS, the Application was reviewed, studied, and found to be consistent with <br />the City's adopted General Plan; and <br />WHEREAS, on May 6, 2002, the Design Review Committee reviewed the Application <br />and the draft Negative Declaration and recommended that the Application proceed to the Planning <br />Commission for consideration; and <br />WHEREAS, on May 28, 2002, the Planning Commission of the City of Colton <br />("Planning Commission") conducted a duly noticed public hearing on the Application at which time <br />all persons wishing to testify in connection with the proposed Application were heard, and the <br />Application was comprehensively reviewed; and <br />WHEREAS, the Planning Commission also considered the information contained in <br />the draft negative declaration prepared for the Application in compliance with the California <br />Environmental Quality Act (CEQA) and the CEQA Guidelines, including the initial study and <br />comments received during the public review period, and found that the proposed Application will not <br />significantly impact the environment or wildlife, and therefore recommended that the City Council <br />adopt a Negative Declaration for the Application; and <br />
