FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: REVISED WASTEWATER DEPARTMENT STAFFING PLAN <br />DATE: July 7, 2003 <br />Item #22 <br />BACKGROUND <br />Under the current fiscal management resolution adopted by the City, Council must approve staffing plan <br />changes even though they do not result in a net change to the budget. In accordance with this resolution, <br />Council is requested to approve changes to the Wastewater Department staffing plan. <br />DISCUSSION/ANALYSIS <br />The current staffing plan as outlined in the adopted budget for FY03-04 included an Assistant Wastewater <br />Utilities Manager position. This position is currently vacant, leaving the Wastewater Utilities Manager as the <br />only supervisor. Thus, there is inadequate supervision at the plant. In order to provide adequate supervision <br />and increase productivity at the plant, staff requests that the funds used for this assistant manager position be <br />reallocated to retain a Lead Wastewater Utilities Operator position and a Wastewater Operator I position. <br />FISCAL IMPACT <br />Funds are available from the vacant Assistant Wastewater Utilities Manager position and within the existing <br />budget. There will be no net change to the approved budget as a result of this action. <br />ENVIRONMENTAL IMPACT <br />None. <br />RECOMMENDATION <br />Staff recommends Colton Utility Authority approval of the request for changes to the wastewater treatment <br />plant staffing, reinstating a Lead Wastewater Utilities Operator and a Wastewater Operator I position to the <br />staffing plan. <br />REVIEW TEAMO Y r <br />City Attorney: Finance Director: <br />City Manager: Human Resource Manager: <br />Page 1 of 1 <br />
