Item #14 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JUNE 17,2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKAER, P.E., CITY ENGINEER 0AY <br />SUBJECT: APPROVAL OF: (1) CALTRANS "PROGRAM SUPPLEMENT NO. <br />M002 TO ADMINISTERING AGENCY -STATE AGREEMENT NO. <br />08-5065" AND (2) RESOLUTION AUTHORIZING MAYOR TO <br />EXECUTE PROGRAM SUPPLEMENTAL AGREEMENT <br />DATE: JUNE 9, 2003 <br />BACKGROUND: <br />The City of Colton previously applied for funds through the State of California Department of <br />Transportation ("Caltrans") to pay for seismic retrofitting of several bridges located within the City. <br />These retrofit projects are part of the State's "Local Seismic Safety Retrofit Program" ("LSSRP"), <br />which is a State mandated program that applies to bridges designated as "Category I " (bridges that <br />may collapse in a seismic event and potentially threaten public safety). <br />ANALYSIS/DISCUSSION: <br />Under the LSSRP, the City's seismic retrofit projects were originally to be fully funded by a <br />combination of eighty percent (80%) Federal funds through the Local Highway Bridge <br />Rehabilitation and Replacement Program ("HBRRP") and by twenty percent (20%) State funds <br />through the LSSRP. However, due to the State's current budget crisis, Governor Davis signed into <br />law Assembly Bill No. 2996, which eliminated the LSSRP as a State mandate and withdrew the <br />State's matching twenty percent (20%) funding for seismic retrofit projects. Effective January 22, <br />2003, local agencies are now required to provide the twenty percent (20%) matching funds for local <br />seismic safety retrofit projects. <br />The good news is that the State recently released a limited amount of State seismic safety retrofit <br />matching funds. These released funds can be used to fund the remaining twenty percent (20%) of <br />local seismic safety retrofit projects. In order to obtain these recently released funds, the City must <br />act quickly and enter into a Program Supplemental Agreement with Caltrans. <br />
