CITY OF COLTON Item #11 <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF MARCH/18, 2003 <br />TO: Honorable Mayor and City Coun it e <br />FROM: Joe McCann, Acting/ Chief of P lic <br />SUBJECT: Approve and adopt a Resoluti u orizing the submittal of a <br />grant application, the incurring of obligation, the execution of a <br />grant agreement and any amendm nts thereto, and any other <br />documents necessary to secure a Code Enforcement Grant <br />Program (CEGP) Grant from the State of California, Department of <br />Housing and Community Development by the City Manager on <br />behalf of the police department. <br />DATE: March 5, 2003 <br />BACKGROUND: <br />On February 14, 2003 the State of California, Department of Housing and Community <br />Development, (HCD), announced the availability of $4,750.000.00 in funding for housing code <br />enforcement assistance grants from the HCD's Code Enforcement Grant Program (CEGP). <br />DISCUSSION/ ANALYSIS <br />On July 1, 1999, the Colton Police Department assumed the additional responsibilities of code <br />enforcement for the City. During the past 31/2 years, the department, through the Neighborhood <br />Enrichment Team, has implemented many new processes and procedures that have impacted the <br />blight within the City in a positive and productive way. One of the methods that has been <br />extremely successful has been the partnering of our Problem -Oriented Policing Officers with the <br />Code Enforcement Officers in addressing neighborhood blight and crime issues. In reviewing the <br />Grant package, it appears as though this is the focus that the HUD is looking to see as a <br />comprehensive way to address blight throughout the State. <br />The CEGP grants provide funding for capital expenditures that supplement or complement local <br />code enforcement and compliance activities with a maximum grant to a single recipient not to <br />exceed $300,000.00. <br />It is our desire to request funds for the purchase of equipment to include additional technology, <br />vehicles, etc., as well as to request funding for the construction of additional space to our current <br />police facility to allow for the housing of the Neighborhood Enrichment Team thus improving the <br />working relationship between the Team and the police patrol officers. <br />ALTERNATIVES <br />Do not apply for the Grant and continue to operate with our current equipment and limited space. <br />FINANCIAL IMPACT <br />There is no matching funds requirement for the award of the grant although there is an <br />expectation that the recipient continues to provide the personnel and soft costs to make effective <br />use of the grant -financed acquisitions. <br />
