CITY OF COLTON Item #12 <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF March 18, 2003 <br />TO: Honorable Mayor And Members of the City <br />Council <br />FROM: Al Holliman, Assistant City Manager l,}FiL 1 <br />SUBJECT: Clean -Up Adjustments to the Compensation Study for the Mid -Manager and General Units <br />(S.B.P.E.A.) <br />DATE: March 11, 2003 <br />BACKGROUND: <br />A compensation study for the Executive, Mid -Manager, and General Employee Units was completed in October, 2002. The <br />vast majority of the study (95% or more) was deemed to be fair and accurate. However, some positions had few market <br />comparables or resulted in situations with inequitable compaction ratios. As a result, more analysis was needed for <br />approximately ten positions, and the salary compensation committee (including Councihnembers Zamora and Mitchell) met <br />once again on January 29, 2003 to address clean-up measures. <br />ANALYSIS/DISCUSSION: <br />The committee concluded additional adjustments were necessary for the following positions to be consistent with appropriate <br />standard "benchmarks" and compaction considerations: <br />Position <br />Additional % Increase <br />* Collection System Worker I <br />3% <br />* Collection System Worker II <br />3% <br />' Collection System Worker (In -Training) <br />3% <br />Wastewater Equipment Mechanic I <br />3% <br />Wastewater Equipment Mechanic II <br />3% <br />Wastewater Equipment Mechanic (In -Training) <br />3% <br />Water Equipment Operator II <br />6.9% <br />Wastewater Utilities Manager <br />5% <br />* This series of positions is also recommended for re -titling to Environmental Conveyance Technician (I, II and In -Training <br />respectively). <br />ENVIRONMENTAL IMPACT: <br />This item does not carry environmental impact. <br />FISCAL IMPACT: <br />All of the positions recommended for additional adjustment are in either the Water or Wastewater Divisions, and the related <br />adjustments do not require any budget adjustments for fiscal year 2002/03. <br />It is respectfully recommended that the Members of the City Council approve and adopt the proposed Resolution modifying <br />the salary table for the positions of Environmental Conveyance Technician p, II and In -Training); Wastewater Equipment <br />Operator (I, II and In -Training); Water Equipment Operator II; and Wastewater Utilities Manager. <br />ATT: Resolution <br />City Attorney: <br />311 [RNn <br />Agd Rpt SaL y Cary Ad 031803 <br />Finance Director: <br />OTHER: <br />
